The water authority's responsibility of your water finishes at the stop cock to the building. From there on in it is up to you (the management of the care home) to ensure that the water on the premises is safe.

The aim is to identify how to reduce the risks within the building and then set up a legionella testing and water maintenance regime by which the systems are monitored.
